Teen Dating help me!?

My friends cousin is really hot, but I dont know if I should ask her out. She doesnt live near by and she is at my friends house about once a month. She is always calling me names like josefina, or staring at me when im doing something. or say me and my friend goes outside to play basketball a few minutes later she is out there. Should i ask her out? ok i don't kno if adding details is gonna delete the first part but,... I also see her alot in the summer like 4-5 times a month. oh when she called me josefina it was in front of my friends entire family =/ kinda awkward. well i come to the question of Should i tell her i like her or ask her sn?
